News
May 14-19, 2007. Delegation from Armenia participated in a Study tour in Lithuania entitled: “Emergency Obstetric Care (EmOC)”, funded by USAID through the Human and Institutional Capacity Development Project that is administered by the Academy for Educational Development (AED). Health Economics Centre in collaboration with Ministry of Health organized a study tour visit and trainings for the guests. (More)

October- 2006 January 2007. The consortium led by French company Conseil Santé S.A. implemented project “Health Sector Assessment and EC Programme Design” in Georgia. As a Health Economics Centre expert and team leader in this project participated Markus Schneider (BASYS, Germany).

May-August 2006. Health Economy Centre in cooperation with the Association of Representative Offices of Ethical Pharmaceutical Manufacturers (EFA) prepared a study called “Financing of Health Care System of Lithuania and Accessibility of Health Care Services to Population”, which was presented for the Ministry of Health on 17 August 2006. The Consortium, led by a French company Conseil Santé S.A., signed EuropeAid FRAMEWORK Contract on September 18, 2005. The Contract comes into force starting from the day of signing. Health Economics Centre (HEC), as one of the partners, participates in the Consortium. The Contract shall be valid for two years during which experts from Lithuania shall be granted a possibility to participate in various short-term projects related to health care issues in different countries around the world. During March-June 2006 Health Economics Centre according to this Framework contract implemented project “Preparation of Terms of Reference for Service Contract Support to Secondary Health Care Reform Project in Ukraine”.

October 2005. Health Economy Centre signed contract with German company BASYS (Beratungsgesellschaft für angewandte Systemforschung mbH) to assist implementation of the project “Consulting Services for the Study Regarding the Health Financing in Romania – Sources of Funding, Contributions Burden, Pooling of Funds, Allocation Mechanisms, Organization of the Health Insurance System” in Romania.

Under the Contract concluded with German company GVG (Gesellschaft fur Versicherungswissenschaft und – gestaltung e.V.), Gediminas Černiauskas, HEC Director, has been authorized as a Team leader in the project "ASSISTANCE TO HEALTH CARE FINANCE REFORM IN GEORGIA".

September 15-16, 2005. HEC organized trainings for the members of the commission established to determine damage inflicted upon a patient’s health, which took place at “Linas” recreation centre in Palanga. Presentations were made by G.Černiauskas (HEC), D.Zeleckiene (Lawyer) and N.Stasiuliene (Ministry of Health).

EUCOMP Project for AC/CC. The aim of the project is to collect meta data on actors of European health systems and their activities for the new MS by the framework laid down in EUCOMP I and II and the borderlines and classifications of health system described in SHA (ICHA-HP, ICHA-HF, and ICHA-HC considering the clarifications made in EUCOMP II with respect to the functional classification). 11-13 of May 2006, in Vilnius was held seminar organized by HEC in collaboration with BASYS (Beratungsgesellschaft für angewandte Systemforschung mbH, - institution responsible for project implementation). Workshop was attended by participants from Czech Republic, Estonia, Cyprus, Poland, Luxemburg, Malta, Netherlands, Romania, Slovenia, Hungary, Germany, Switzerland, and United Kingdom. The aim of the seminar was to explain the software and it’s features and how to fill in basic data. Additionally proposals how to improve and develop National Health Accounts were proposed and summarized.

Restructurization, investment projects and applications for the EU structural funds support. During 2005-2006 Health Economics Centre for the clients prepared more than 20 applications, investment projects and feasibility studies in health care, social protection and business sectors.




June 29, 2005. Conference “Information Technologies In Medicine” took place in the conference centre of Hotel “Karolina” in Vilnius. Conference participants discussed various issues related to such information systems as advance electronic registration, electronic of the patients health records, and distance treatment as well as IT projects that have already been implemented in some medical institutions. The initiator of the conference was UAB “Ekspozona” - a company organizing exhibitions, seminars, conferences, etc. However the initiative was strongly supported by INFOBALT Association, therefore representatives of various health care institutions, State Patients Fund and the Seimas participated in the conference and read their reports. HEC also took part in the conference and contributed a lot to its organization.

Gediminas Černiauskas, HEC Director and PhD, participated in the conference “ADVANCING ECONOMIC GROWTH: INVESTING IN HEALTH” held in London, Chatham House on June 22-23, 2005, where he made presentation “ECONOMIC AND SOCIAL FACTORS OF HEALTH CARE FINANCING IN CENTRAL AND EASTERN EUROPE”. High-ranking officers representing Health and Finance Ministries from various European countries participated in the conference.

June 17, 2005. Conference “Real Implementation Of Patient’s Rights” took place in Antakalnis Clinic, Vilnius, which was organized by SE “Everybody’s Health”. A report “ECONOMIC AND SOCIAL FACTORS OF HEALTH CARE FINANCING IN CENTRAL AND EASTERN EUROPE” prepared by Gediminas Černiauskas, HEC Director, was read by Romualdas Buivydas, HEC Program Director.






May 13-14, 2005. Health Care Management Society organized conference “HEALTH CARE LEGISLATION DEVELOPMENT IN LITHUANIA”, where HEC Director G. Černiauskas presented report “Legislation As A Means Of Health Care System Development (possibilities and limits)”. (More on the conference)

May 3, 2005. Results of a project “How To Build A Constructive Dialogue Between A Patient and Health Care Institution“, funded by Open Society Fund Lithuania, were presented and a discussion was held at Open Society Fund Lithuania hall. The project results and recomendations were presented by Gediminas Černiauskas, HEC Director, and by Romualdas Buivydas, HEC Program Director.

Trainings
January 23-30, 2005. Delegation from Albanian Republic visited Lithuania. The one-week visit was organized by World Training Organization, which is implementing a project “Primary Health Care Financing Reforms” funded from USA International Development Agency (USAID). HEC in collaboration with State Patients Fund and Vilnius Territorial Patient Fund organized a study tour visit and trainings for the guests.

December 15-22, 2004. Delegation from Georgia National Medical Academy visited Lithuania. During this cognitive visit HEC staff helped the guest to get acquainted with training programs applied for general practitioners (GP) and introduced Lithuania’s GP education and training system; also visits to Ministry of Health, Vilnius University Faculty of Medicine, General Practitioners Centre and some other institutions organized there.


13-17 of September, 2004. Delegation of officials from Republic Moldova visited Lithuania. Health Economics Centre together with State Patient Fund and Vilnius Territorial Patient Fund organized study visit and consultations for the representatives from Ministry of Health, National Health Insurance Company, Centre of the Public Health and Management from this country.




Projects, research, studies
Health Economics Centre consultants in collaboration with Panevėžys County physician R.Ulianskiene and Panevėžys County administration have organized 3 days training seminar for health care, public health, social care, police and other institutions representatives on 7-9 of April 2003. HEC consultants have elaborated an outline of the Panevėžys County Health Program on the basis of the information obtained during the seminar. Results of these trainings were presented during the seminar in Panevėžys county administration conference hall on 10th of September 2004.




April - May 2004. Experts of Health Economics Centre in collaboration with Swedish company TietoEnator and working group member from the Lithuanian Ministry of Health elaborated projects of the Lithuanian E-Health Strategy and Program – year 2004-2010.

November - December 2003. Experts of Health Economics Centre in collaboration with Economics Research Center elaborated feasibility study ” IMPROVEMENT OF LITHUANIAN  PHARMACEUTICAL INDUSTRY UNDER EU REGULATIONS"
