Lithuanian E-Health Strategy and Program – year 2004-2010, 2004
This project financed by the WORLD BANK aims to:

  • To promote the health care reform, which ensures effectiveness, quality and accessibility of health care services for patients by the use of comprehensive e-Health system, including reliable, secure and timely health information exchange and modern ITT developments.
  • To create an effective e-Health system, which would be able to provide information for comprehensive administrative and clinical decision-making.

The activities are the following:

  • Assist the MoH in developing a National Strategy for e-Health, Information Management and Technology Development for 2003-2008 based on the needs of patients, health system administrators and providers as well as on international e-Health experience. The strategy shall cover (but shall not be limited to):
  • Resource management system (model): data on services actually rendered, data processing and analysis, medicine sales accounting, resource (human, financial etc.) planning, allocation and accounting on national and institutional level.
  • e-Health priorities and development plan covering issues of telemedicine: clinical decision support, telecare, monitoring, patient health record, distance learning, rising patient awareness etc.
  • Computerization and networking of institutions (model): GP room, outpatient clinic, hospital IS. Emphasis on the improvement of service provision to the population in terms of quality, quantity and effectiveness.
  • Public health monitoring IS according to the main EU activity areas.
  • Integration of the health care registers and particular databases in the integral health IS;
  • Formation of the infrastructure of the e-Health system: technical resources, data transmission infrastructure and data interchange standards, safety.
  • To assist in elaborating the action plan (E-Health Program) (2003-2008) for the implementation of the National Strategy for e-Health, Information Management and Development of Technologies, ensure harmonization with information interchange standards, and regulations to start up health record system.
  • 4 To assist in elaborating investment project based on priorities set up in the Strategy implementation action plan.

Two weeks training course “Health Economy and Financing” during Tajikistan Republic delegation study tour to Lithuania, 2003

This project financed by the WORLD BANK aims to:

  • To familiarize the participants with an overview of different health financing systems in developed countries, and the challenges and opportunities faced by countries in transition while developing their health financing system. The respective course included both presentations by professional lecturers, specialists and interactive discussion sessions, which allowed the participants to engage in extensive, dialogue to place the content of the seminars in the Tajikistan context.

The activities are the following:

  • Development of two weeks training Curriculum on economical and financial issues in health care field. Conducting respective training sessions covering all the topics in Curriculum as training should:
  • to assist participants to explore and understand basic concepts and principles in health economics and financing;
  • To present sound lessons from international experience in health care financing reforms;
  • to enable participants to analyze the equity and efficiency considerations in mobilizing finances and allocating scarce resources;
  • To present regulatory and operational developments under health financing scheme introduced in Lithuania;
  • To introduce organizational arrangements related to primary health care reform implementation in Lithuania

Improvement of Health Care Financing System in Lithuania, 2001-2003

This project financed by the WORLD BANK aims to:

  • Support the health reform efforts initiated by the Lithuanian Government through an improvement the efficiency, equity and access of the Lithuania health care system. It will support development of regional resource allocation formula, establishment and implementation of procedures for allocation of investment funding, improvement of provider contracting; definition of basic services and development of protocols; management of implementation of information systems.

The activities are the following:

  • Assistance in Resource allocation formula development component:
  • Recommendations on variables to be included in the formula, analysis of their economical impact and formula development for outpatient, inpatient, nursing and ambulance services; workshop for SPF/TPFs on capacity building in modeling and statistical techniques and recommendations and guidelines for further development;
  • Assistance in Provider Reimbursement and Contracting component:
  • Recommendations on day surgery and day care services reimbursement system and training course for SPF/TPF staff and managers/economists in major providers on modernization of contracting between purchasers and providers; criteria for medicines to be included into the positive list and guidelines for further development of reimbursement and contracting systems, including recommendations for introduction of voluntary health insurance.
  • Assistance in Investment Allocation component:
  • Guidelines and recommendations for assessing investment proposals; training course on rational planning for investment and disinvestments in facilities and equipment at national and regional level; guidelines and manual for developing good business cases; recommendations on implementation of changes to service prices; recommendations regarding implementation of capital charging, interest charges on public investment funds and retention of asset sales proceeds.
  • Assistance in Public Information component:
  • Seminar for SPF/TPF staff on organization of public information campaigns and elaboration of Public relation program for State Patient Fund

Health Care Delivery System Restructuring in Lithuania, 2001-2003

This project financed by the WORLD BANK aims to:

  • Support the health reform efforts initiated by the Lithuanian Government through an improvement the efficiency, equity and access of the Lithuania health care system. It will support Health Services Restructuring and intends to develop the primary health care delivery system while rationalizing the use of resources at secondary and tertiary levels.

The activities are the following:

  • Assistance in Ambulance Service development component:
  • Recommendations on ambulance service development strategy; ambulance service development strategy implementation plan; plans of reorganization of local network of ambulance service in pilot counties.
  • Assistance in Hospital Care Planning (Master Planning) component:
  • Comments and recommendations on the draft of principle provisions on the development of the network of health care institutions; National hospital restructuring strategy: short term strategy for 2001-2004 and long term strategy for 2005-2010; strategy implementation plan; proposals for need-based health services plans in at least 5 counties; strategy for communication with different stake-holders on implementation of ambulance service development strategy and hospital restructuring master-plan.
  • Assistance in Capacity building component:
  • Study tour; inauguration conference; 5 seminars /workshops; National conference.

How To Build A Constructive Dialogue Between A Patient and Health Care Institution, 2003-2004

This project financed by the OPEN SOCIETY INSTITUTE aims to:

  • To build a constructive dialogue between the patient and the health care institution helping to implement patient’s right to information. The main objectives of the project are:
  • To clarify the patients needs and content of information provided by health care institution;
  • To elucidate the nature and extent of information which health care institutions provide to their patients;
  • To detect health care institution and patient miscommunication assumptions and help them to construct a dialogue based on informative partnership principles.

The activities are the following:

  • To carry out the qualitative survey (structured individual interview) in 3 outpatient health care institutions both in urban and rural areas in order to identify major patient information needs required from health care institutions and to analyse it with professional communication specialist
  • To carry out the qualitative survey in order to identify information nature which health care institutions provide to patients and to analyse it with professional communication specialist
  • To interview heads of 3 selected health care institutions, who are in charge of marketing issues
  • To organize 3 round table workshops-discussions to the personnel of the 3 respective health care institutions on communication with patient oriented approach
  • To consult heads of health care institutions participated in the study regarding the importance of adequate information provision to patients
  • To organize a public discussion upon the results of conducted surveys and presenting communication guidelines for both patients and health care institutions promoting client oriented approach
  • To create a webpage to publicize survey results and activate public debate for the sake of constructive dialogue

Public Debates as a Tool to Achieve a Sustainable Health Care Development in Lithuania, Public Health Initiatives 2001 Network Grants Program, 2001-2003

This project financed by OPEN SOCIETY INSTITUTE aims to:

  • Ensuring the compliance of the political decisions with regard to the development of the health sector with the interests of the population on the basis of a wide public participation. To achieve the main goal, the following tasks have been identified:
  • Strengthening the power of the public in dealing with prospective health care responsibilities; to this aim, the public and NGOs should be informed about the possible alternatives in the social economic development and the possibilities to influence the implementation of these alternatives.
  • Formation of the infrastructure for the public debates on the goals of social economic development and the ways of achieving these goals, as well as formation of the traditions of debates.
  • Strengthening the prerequisites that would allow public groups to influence the adoption of decisions on the regional and national level.
  • The optimization of political decisions to reflect more fully the interests of the population (including minorities and socially vulnerable groups).

The activities are the following:

  • On the basis of analysis of the problems in the health sector and health policy development, 6 public discussions will be prepared and organized. (Approximately 250 people will participate in the discussions and will improve their political culture and increase the knowledge necessary for the management of the health system).
  • The information material, presentations of the participants, resolutions will be published on the internet site and in the press in the form of theses.

Health Care Financing Reforms and Restructuring of Health Care Provision: Assessment of Social and Economic Impact, 2000

This project financed by OPEN SOCIETY INSTITUTE aims to:

  • To give to the state and NGO institutions more sound and independent information about health care development and socio-economic consequences of the reforms. To achieve the main goal, the following tasks have been identified:
  • To collect new and reliable data about health care services consumption and accessibility to the population of Lithuania;
  • To evaluate economic consequences (financial ant time) to different socio-demographic groups;
  • To acquaint state, local authorities, NGO and other interested institutions and community representatives with the results of health care reforms evaluation.

The activities are the following:

  • Representative survey of the population (fulfillment and data analysis)

One-week study tour and training seminar “Lithuanian Experience in Organizing Health-Care Financing Systems” for health care and finance sectors politicians and administrators from Kazakhstan, Kyrgyz Stan, Uzbekistan, and Tajikistan. Vilnius (Lithuania), Regional Training Program, 2002

This project financed by USAID Regional Training Program aims to:

  • To acquaint participants with Lithuanian population involvement programs based on open enrollment, the “money follows the patient” principle, and voluntary and mandatory health insurance. Participants will have a chance to become familiar with lessons learned on shifting resources to the PHC sector and results related to the health-care efficiency improvement program. As a result of senior-level meetings with political leadership, participants will have a better understanding of the necessity for comprehensive, coordinated approaches to developing the legal framework for reforms and creating multi-sectoral cooperation. The participants will apply the skills acquired in the program to their jobs upon their return to their workplaces.

The activities are the following:

  • To train participants on progressive financial and economic technologies;
  • To demonstrate practical results of Lithuanian health care system development;
  • To develop relationships between the participants and their Lithuanian counterparts, which will facilitate the future successful development of, and agreement on, relevant documentation

One-week study tour and training seminar “Health Insurance Development in Lithuania” for health care and finance sectors politicians and administrators from the Kazakhstan, Kyrgyz Stan and Uzbekistan. Vilnius (Lithuania), Global Training for Development Project, 2001

This project financed by USAID Global Training for Development Project aims to:

  • To provide decision-makers from Kyrgyz Stan, Kazakhstan and Uzbekistan with an opportunity to see how health reforms have been successfully implemented in Lithuania, and how they could replicate some of those reforms. Upon completion of this study tour participants will be able to:
  • Understand the process of how funds were pooled in Lithuania and identify ways to apply lessons learned in their countries;
  • Understand and compare the Lithuanian PHC drug system with their countries drug system and identify areas for technical modifications; and identify ways that lessons learned from Lithuania could be replicated in Kyrgyz Stan, Kazakhstan and Uzbekistan

The activities are the following:

  • To train participants about health care system organization and financial issues;
  • To demonstrate practical results of Lithuanian health care system development;

This project financed by WORLD HEALTH ORGANIZATION (WHO) aims to:

  • To provide decision-makers from Kyrgyz Stan, Kazakhstan and Uzbekistan with an opportunity to see how health reforms have been successfully implemented in Lithuania, and how they could replicate some of those reforms. Upon completion of this study tour participants will be able to:
  • Understand about financial management of the NHI: budget; territorial resource allocation; payments methods;
  • Understand about TPF organization and functions, contracting system, information system SVEIDRA
  • Understand about financial management of the health care institutions under health insurance

· The activities are the following:

  • To train participants about health care system, health insurance organization and financial issues;

This project financed by MINISTRY OF SOCIAL SECURITY AND LABOR aims to:

  • Provide Ministry of Social security and labor with an research and assessment of the disabled social integration programs implementation effectiveness and prepare recommendations about improvement of the financing of these programs.

The activities are the following:

  • Conduct analysis of the disabled social integration programs in the year 1995-2000;
  • Conduct assessment of the disabled social integration programs implementation effectiveness;
  • Elaboration of the recommendations about improvement of the financing of these programs
  • Presentation of the results and discussion during the awareness-raising workshop.

Lithuanian Pharmaceuticals Industry under EU Regulation: Feasibility study, 2003

This project financed by MINISTRY OF ECONOMY (LITHUANIA) aims to:

  • To provide Ministry of Economy and Ministry of Health with an analysis and recommendations about problems in Lithuanian Pharmaceutical industry under EU regulation.

The activities are the following:

  • Conduct analysis of the situation while reorganizing of Pharmaceutical industry in Lithuania according to Good Manufacturing Practice;
  • Elaborate recommendations about necessary state support to Lithuanian Pharmaceutical industry in order to overcome identified problems.

This project financed by PANEVĖŽYS COUNTY ADMINISTRATION aims to:

  • Develop Panevėžys County Health Program outline and organize training seminar for the staff of county, municipalities and heath system institutions.

The activities are the following:

  • To train participants about strategic planning issues (3 days training workshop) and assist in developing relationships between the participants from different sectors and institutions;
  • To elaborate outline of cross-sectoral county health program outline.

Hospital Development and Investment Planning. Feasibility studies and training course for Lithuanian hospitals, 2000-2001, 2002-2003

This project financed by OPEN SOCIETY INSTITUTE aims to:

  • The objective of the project is to prepare a Hospital Development and Investment program for the hospitals by arranging seminars, training courses, and providing educative tools in co-operation with two hospitals in the Stockholm region.

The activities are the following:

  • Providing professional support for the four hospitals included in the project in the assistance the Lithuanian Hospital Work Groups in the preparation and elaboration of the study materials (assessment Homework, hospital development homework, investments homework)
  • Professional support for the HPGs include:
  • Communications with HWGs and give advise to the HWGs on learning and implementation matters;
  • Collecting inquiries and bringing them to the Swedish experts (directly or by putting them on the IT platform); collecting and providing additional data/information for the HWGs (including those of environmental nature)
  • Facilitation the planning process (visits to the hospitals and participating in the work group meetings); assistance in arranging and conducting the training sessions/meetings provided by the Swedish experts involved in the training process in-between the Training Seminars
